When you're building a registration site, the Summary page already has its own page break added by default, so adding one in manually creates a double-up.
You can fix it by removing the extra page break.
In the Online panel
1. Go to Interactive site
2. Remove extra page break before Summary Page
3. Save
4. Reload/refresh interactive site
